I'd suggest going here if you want to optimize seeing as many fires as possible, however you can really only see one super well - the smaller die. The large die can be see in the distance, and the ship and characters can partially be seen. In order to see all, you will need to walk around the park. Each viewing spot is within a 5 minute walk. There were crowds but not such that it was hard to see anything.
Bring snacks and enjoy the vibe ! I'd suggest arriving by 730. All fires within sight will be extinguished by 845.

★ ★ ★ ★ ★ There are 2 play grounds. One for school kids with equipments like seasaw, slide, swings and another just ground for playing soccer or baseball. Also nice view point for obon fire or general picnic. Plus toilet.

★ ★ ★ ★ ★ This is a nice little park with little stone paths and roads that lead up to a nice hill where you can see some nice views of Kyoto! There are at least two viewing areas with benches you can sit on and a little gazebo.
Very few people and a great break from the crowds!
