京都駅の中央コンコースからエスカレーターで２階までのぼり、その後長いエスカレーターで４階までのぼり、左側です。
ベンチとかはありませんので、長く居るような感じではなく、ちょっと一服という感じです。
小さい灰皿が１個だけですが、あります。
愛煙家の方には、とても助かる場所だと思います。
景色が良いのでタバコを吸われない方も多くいらっしゃると思います。
周りの人の迷惑にならないよう、灰皿の近くで吸いましょう。

階段に設置されたイルミネーションがとても綺麗です。
なお、ビックカメラがある駅の外から行こうとすると、果てしなく長い階段を登る必要があります(笑)
駅内から行くことをオススメします。
