★ ★ ★ ★ ★ 気仙町湊地区に設置されていた津波記念碑で、震災津波を伝える歴史資料として陸前高田市指定文化財に登録されています。陸前高田市公式サイトにも、文化財オンラインにも被災前の所在地での登録となっているらしく、辿り着くのに苦労しました。尚、陸前高田市役所に所在を問い合わせたところ政策推進室の担当者が担当部署である文化財係への連絡を怠っていたため、担当の文化財係から回答を得るまでに47日かかりました。
石碑は表面の傷が津波被害の激しさを物語っています。裏面にも震災の記憶と教訓を伝承する上で重要なことが書いてありますが、土手に面しているので迂闊に裏側にまわるのは危険が伴います。ましてや身体が不自由な方が読むことは不可能です。これは陸前高田市が掲げる「ノーマライゼーションという言葉のいらないまちづくり」というテーマに反しているものです。
 It is a tsunami monument set up in the Minato district of Kesencho, and is registered as a cultural property designated by Rikuzentakata City as a historical document that conveys the earthquake and tsunami. It seems that both the Rikuzentakata City official website and the cultural property online are registered at the location before the disaster, so I had a hard time getting there. When I inquired about the location of Rikuzentakata City Hall, the person in charge of the Policy Promotion Office failed to contact the Cultural Properties Section, which is the department in charge, so it took 47 days to get a response from the Cultural Properties Section in charge.
The scratches on the surface of the stone monument show the severity of the tsunami damage. The back side also says important things to pass on the memories and lessons of the earthquake, but since it faces the bank, it is dangerous to go around the back side in a detour. It is even more impossible for people with disabilities to read. This is contrary to the theme of "town development that does not require the word normalization" that Rikuzentakata City advocates.
