伝馬町牢は慶長年間、常盤橋際から移って明治八年市ヶ谷囚獄が出来るまで約二百七十年間存続し、この間に全国から江戸伝馬町獄送りとして入牢した者は数十万人を数えたといわれる。現在の大安楽寺、身延別院、村雲別院、十思小学校、十思公園を含む一帯の地が伝馬町牢屋敷跡である。発掘された石垣が並んでいます。

牢屋敷の責任者である囚獄(牢屋奉行)は大番衆の石出帯刀であり、代々世襲でした。その配下として40人から80人程度の牢屋役人、獄丁50人程度で管理をしておりました。囚人を収容する牢獄は東牢と西牢に分かれており、身分によって収容される牢獄が異なり、大牢と二間牢は庶民、揚屋は御目見以下の幕臣(御家人)、大名の家臣、僧侶、医師、山伏が収容されております。また独立の牢獄として揚座敷が天和3年(1683年)に設けられ、御目見以上の幕臣(旗本)、身分の高い僧侶、神主等が収容された。身分の高い者を収容していた為に、ほかの牢より設備は良かったようです。大牢と二間牢には庶民が一括して収容されていたが、犯罪傾向が進んでいることが多かった無宿者が有宿者(人別帳に記載されている者)に悪影響を与えるのを避ける為に、宝暦5年(1755年)に東牢には有宿者を、西牢には無宿者を収容。また安永5年(1775年)には独立して百姓牢が設け、女囚は身分の区別なく西の揚屋に収容された(女牢)。収容者の総数は大体300から400人程度だったようです。牢内は囚人による完全自治制が敷かれており、牢屋役人ですら権限のおよばない世界でした。また、幕府が指名した牢名主を頂点とする厳然たる身分制度が敷かれており、平囚人には牢内で体を伸ばす権利すら与えられておりません。 食事は1日朝夕の2度。玄米5合(女囚は3合)と汁物が支給された。漬物は牢内でこしらえていた。牢内の人員が増え、生活するのに支障をきたすようになると「作造り」と称する殺人が行われ、主に牢内の規律を乱す者、元岡っ引や目明し、いびきのうるさい者、牢外からの金品による差し入れのない者などが標的にされ、死亡時には「病気で死にました」と届け出て、特に咎めが来ることはなかった。牢獄には窓がなかった為、風通しも悪く日光も入って来ません。栄養状態も悪くトイレも牢内にあった為、内部の環境は非常に劣悪でした。医師はいたが、いい加減な診察しか行わなかった為、飛び火や疥癬を主とする皮膚病に罹患する者が後を絶たず、主人や親を傷つけた者(逆罪)以外で体を壊した者は溜に収容されました。行き違い等々の切はご容赦下さいませ。本所亀沢町6代末孫
