NOSAI（農業共済）制度は、戦前の家畜保険法（昭和4年制定）と農業保険法（昭和13年制定）とを統合して、昭和22年に制定された「農業災害補償法」の下にスタートした制度だそうです。
農業災害補償法第1条では『農業災害補償は、農業者が不慮の事故に因つて受けることのある損失を補填して農業経営の安定を図り、農業生産力の発展に資することを目的とする。』と定められていて、農業災害から農家の経営を守り、日本人の食糧を確保することを目的に運営されている公的な農業保険事業を行っているとのことです。
