国道9号線沿いでアクセスは良い。西友の駐車場に車を停め、食品フロアーにあるお店へ。エスカレーターを降りて左手すぐ。
しっぽく蕎麦は、美味しかった。
駐車券は西友の食品レジで処理してもらい駐車料金無料。
On the way to Kyoto Nishiyama, I searched for a restaurant with soba for lunch and found it.
Easy access along National Highway 9. Park your car in Seiyu's parking lot and head to the store on the food floor. Get off the escalator and you will be on your left.
Shippokuan soba was delicious.
Parking tickets are processed at Seiyu's food cash register and parking is free.

なぜ穴場かというと
・店の場所がわかりにくい
・営業時間が昼のみ（10時〜16時）
だからです。店は西友桂店の地下１階食品売り場の片隅にあります。
下りエスカレータで降りて左前方に目をやると店が見えます。
「西友地下１階」という情報がなければたどり着けません。
私はいつも「志乃崎定食」を頼みます。これは、そば又はうどん（温又は冷）＋ミニ木の葉丼（油揚、蒲鉾、ネギを卵でとじた丼）＋野菜の天ぷらがセットになったもので880円です。
このお店の蕎麦とうどんは自家製麺とのことです。蕎麦しかまだ食べておりませんが「京そば」としてかなりのクオリティです。コスパ高いお蕎麦屋さんです。
ちなみに、このお店の横に「ポデスタ」というコーヒー卸商社の出店があります。豆を売っているのですが、サイフォンコーヒー（温・冷）260円もありますので食後に香り高いコーヒーを飲んでいます。ポデスタは自社焙煎です。豆もリーズナブルだと思います。

ミニカツ丼とざるそばの定食「伊吹」（1000円）をいただきました。ざるそばもいいですね。
2021.12.13再訪
おにぎり山定食（810円）をいただきました。おにぎりはカツオと梅の具も入って、天ぷら、そば又はうどんを選べてなかなかお得でした。
A delicious soba restaurant in a little-known spot
Why is it a little-known spot?

That's why. The store is located in the corner of the food section on the first basement floor of the Seiyu Katsura store.
Get off on the down escalator and look to the left front to see the store.
You cannot reach it without the information "Seiyu B1F".
I always ask for "Shinozaki set meal". This is a set of soba or udon (hot or cold) + mini konoha bowl (fried tofu, kamaboko, green onion with egg) + vegetable tempura for 880 yen.
The soba and udon noodles in this shop are homemade noodles. I have only eaten soba, but it is of a good quality as "Kyosoba". It is a soba restaurant with a high cost performance.
By the way, next to this shop, there is a coffee wholesale trading company called "Podesta". I sell beans, but siphon coffee (hot and cold) costs 260 yen, so I drink fragrant coffee after meals. Podestà is in-house roasted. I think beans are also reasonably priced.

I had a set meal "Ibuki" (1000 yen) with a mini cutlet bowl and zaru soba. Zaru soba is also good.

I had a rice ball set meal (810 yen). The rice balls also included bonito and plum ingredients, and you could choose tempura, soba or udon, which was a great deal.
