Great food court, shopping arcades, convenience stores and fabulous massage chairs (although the price is a bit steep - 300 yen for 10 mins!) The actual observation deck is very well positioned to get a final glance at planes as they take off.
S	Shivang on Google ★ ★ ★ ★ ★ Back in the day many airports had observation decks that anyone could to view planes coming in and go out. This is one of the last free ones remaining in the world. I’m surprised that many people didn’t know about this. I had a few hours and I walked around the deck and took a nap under the sun which was very peaceful.

M	Misaki on Google ★ ★ ★ ★ ★ You can watch many aircrafts from here, mainly from the Star Alliance airlines. The good part is that if you have a reflex camera there's few parts in the fence where you can stick it out so there won't be any obstruction within your sights.
