★ ★ ★ ★ ★ Free observation deck of chiba and Tokyo. Cheap cafe store - nice atmosphere. Couldn't stand outside to take nice photos of Tokyo tower/sky tree maybe because of the wind.

★ ★ ★ ★ ★ Just 2 flight of stairs from South exit of ichikawa station. The Deck is on 45th floor of a residential complex.
On a clear day gives a good view of Fuji and skytree. Just a photographer's view point .
Not a very popular place, so there were hardly any people , except for 10 photographers waiting for the perfect sunset shot.
There's a cafe also on the deck.
I was glad I had worn some warm clothes as the deck thouh has glass windows was open at the roof partially, which made it very chilly.
The Deck is of two floors. The lower deck has seating arrangement along with some soothing music , which I did enjoy as the sun went down.

★ ★ ★ ★ ★ An observation deck on top of an apartment tower, just across the river from Tokyo. Have live music events once a month. Not as tall as the towers, but lack of surrounding other tall buildings gives great views, and it's free. Also has a small cafe and NHK learning hall inside.

★ ★ ★ ★ ★ Use the panorama lift to get into the 45th floor observatory (see video) The entry is free. A great view of Tokyo and Chiba from top (see video). One level below is a Cafe with reasonable price (200 Yen, each drinks)

1. Go to third floor first
2. Change an elevator to 45 floor
3. The view is really awesome
4. but the glass may make your photo look not perfect due to the reflection of light

★ ★ ★ ★ ★ Great location to get an aerial view of Tokyo, Tokyo Bay and Chiba. It's free, so the price is right. Photography friendly as the staff does a great job of keeping the windows clean. They even allow you to use a tripod for taking pictures in Friday and Saturday.
