世増ダム管理所対岸の山の上にある｢農村公園 世増右岸｣が実質の展望台と言えるでしょう。
 Unfortunately, the trees and grass are overgrown and cannot be seen.
The "Rural Park Yomasari Right Bank" on the mountain opposite the Yomasari Dam Management Office can be said to be the actual observatory.

★ ★ ★ ★ ★ 展望施設からの展望はそこそこですが、蛇口伴蔵像からの展望はゼロでした。「周りの木々が伸びすぎ」が原因。
The view from the observatory was decent, but the view from the Banzo Hebiguchi statue was zero. The cause is "the surrounding trees are growing too much".

★ ★ ★ ★ ★ 展望台なのですが残念ながら木が邪魔でダムの方はほとんど見えません。もう少し上の展望所の方がダムや青葉湖は、良く見えます。
It's an observatory, but unfortunately the trees are in the way and you can hardly see the dam. The dam and Lake Aoba can be seen better at the observatory a little higher.

★ ★ ★ ★ ★ 世増ダム 西展望台からは、何も見えず逆に農村公園の右岸展望所から見える風景は癒されます。こだかい展望台です。
Nothing can be seen from the Yomasari Dam West Observatory, and on the contrary, the scenery seen from the right bank observatory of the rural park is healed. It is a Kodakai observatory.

★ ★ ★ ★ ★ 展望所とこの場所の間にある、ダムの管理事務所への道路は迂回させられていました。そのため、管理事務所には行きませんでした。
広い駐車場とトイレ、木製の展望デッキがあり、デッキの下に銅像がありました。蛇口伴蔵という八戸藩士。治水工事を指揮した方のようです。
展望デッキに登っても良い眺めは見れませんでした。
もう少し南下した場所が、車窓からでしたが、新世増橋が見れてよかったです。
The road to the dam management office between the observatory and this place was diverted. Therefore, I didn't go to the management office.
There was a large parking lot and toilet, a wooden observation deck, and a statue under the deck. Hachinohe feudal lord called Banzo Hebiguchi. He seems to have directed the hydraulic work.
I couldn't get a good view even if I climbed the observation deck.
The place a little further south was from the train window, but it was nice to see the Yomasari Bridge.
