The sculpture by 山下恒雄作 [Yamashita Tsuneo] is titled 豊展観守像 (Toyo tenkan mori-zō) Toyo Exhibition Watching Statue. The figure represents an anthropomorphized scarab beetle however, as the park is situated on the bank of the Kanda River, you could be forgiven for mistaking the guardian as a kappa.
