９世紀の初めに設けられた江刺郡内を東街道という官道が通り、その道伝いに仏教文化も発達した。
北方約５㌔にある極楽寺が天安元年（８５７）準官寺に指定され、当社の創建はその仏教文化圏における古代寺院の一寺と考えられる。
修験日曜山大聖院礒元法印が聖観音を祀り広く郷内の信仰を集めた。
安永２年の倉澤村風土記には鎮守峰崎新山権現社とみえる。
