★ ★ ★ ★ ★ Unless I missed something, "observation deck" itself is actually pretty narrow, just a couple metres of glass window in between some restaurants and a corridor. The best part about this was the elevator ride up and down, the elevator walls are glass so you get an awesome view. It's on the 46th floor. Also it's free!
For better views, I would recommend checking out the free observation deck on the 25th floor of Bunkyo City Hall. It's probably about 270 degrees of viewing as you can walk around, and you can see all the major landmarks including Mt Fuji on a clear day!

★ ★ ★ ★ ★ Do yourself a favor and skip the Skytree. Have lunch in the sky with the salrymen at Caretta Shiodome for great views and tasty lunch sets. Great view, even on a rainy day.

★ ★ ★ ★ ★ Absolutely superb and must visit to have a beautiful view of the waterfront area. Free. If visiting during lunch hours, do not fail to visit Hokkaido or Beef restaurants, prices are about ¥1000 to ¥2000 per person but experience is well worth it.
