This place is the shinning example of the Japanese bureaucracy and inefficiency. They fail you on the driving tests to collect more money. You arrive 10am, only leave close to 5pm - 1-2 hours just waiting your test results. Poor staff and grumpy old ex cops providing useless service. Foreigners are treated like trash here.

Terrible. This is my fourth visit. They have no on-site parking, and nearby parking is inadequate. To convert your license from a foreign one to Japanese, you have to arrive early (earlier than 7AM) and wait in line to get a number at 8:45. Then, you go somewhere and kill a bunch of time (3 or 4 hours), then come back and wait another hour for them to call your number. If you are lucky enough, you will have everything in order (make sure you bring your old expired passports or a letter from immigration), then, after 15 to 30 minutes, you get a stamp on your paperwork. Then, you can get your eye test, photo, and licence...

The parking lot is still not concluded but almost ready. It will be a great addition as it is very difficult to park around (there are informal parkings nearby with abusive prices). The new building is great and with good indications. Information center can help to orient people. There are a few signs in english, but at least basic japanese understanding is required for some actions there as staff can't barely speak a few english words. But all staff are kind and helpful.

We have arrived slightly after 9:00 in the morning and there was this long line already. Basically the whole lenght of the building was made of this line. We have expected it to be at least two hours, but in little bit less than one hour, we were finished. This line was just to pay for your stamp. I cannot imagine this in summer, though. Must be terrible

I went to convert my licence to a Japanese one. Took the first train of the day and got there at 08:45, only to be turned away as they only process a maximum of 40 foreigners a day. I was advised to come earlier to ensure I made the cut-off. Next morning I cycled 3 hours to arrive just before 06:00 and found 7 other people already waiting. The gates were opened and we were allowed to wait inside. At 08:45 we were given numbers and the processing began. I was finished by 11:15. Moral of the story - Go Early!

Saw a bunch of foreigners "failing" their tests without even a good excuse. They make you wait around 4 hours to tell you the result and they don't give you a 3 minutes explanation why you failed or passed. And, if you fail, they cant schedule in about 2-3 months. A friend of mine took the test twice and failed at Hirabari, then he went to Yokkaichi Driver's center and passed right away. They like to make money out of foreigners at Hirabari Center, so RUN AWAY if you can.

Went to renew my license on a Friday. The new building is much nicer than the old one, and the renewal process was smoother than I remember, with no queues to speak of. I arrived around 10:30, and was done by 12:10.
