Definitely accessible by wheelchair/stroller—there are no stairs on either side.
Beneath the bridge is a great spot to splash in the Koma River, shaded from the sun by the bridge!
You can walk through Manjushage Park to get to the bridge, or head up the road to the museum—the bridge begins just past the museum.
