慶長16年（1611年）スペインの使節セバスチャン・ビスカイノが藩主伊達政宗の許可を得て、聖アンドレスの祭日に入港したことを記念して名付けられた。

It was named in commemoration of the Spanish envoy Sebastian Vizcaino entering the port on the day of St. Andres on 1616, with the permission of the feudal lord Masamune Date.
