Awfully long hours if you want to exchange your license. Lecture hall is terrible, you are forced to sit in small and uncomfortable chair desk sets and staff is not helpful. Police downstairs tends to put foreign names at the end of the stack. It’s better to exchange at local police station such as Hitachinaka.

FIRST REVIEW EVER - This place will make you want to run away from Japan as soon as possible and never come back. I know, if you live in Ibaraki, you have no choice but to come here. However, I'd recommend you to bring a book to kill time because you are going to spend a looooooong time there (even if you arrive before 9am), and maybe also a good friend (so that you can tell her/him how mad you are and let her/him comfort you after you are treated badly in this place). VERY RUDE STAFF, especially the proctor. The staff was like, "I don't care if I'm being helpful. It is you who are begging us to give you the driver license". The proctor, who was responsible for the road tests for those who are exchanging foreign license to Japanese license, was the WORST. Very rude to foreigners - I heard that he said to a foreigner, "You can speak Japanese, right? Good to know that you are not going to talk to me in your language". And he just enjoyed failing almost all the candidates - most of them had foreign licenses for more than a few years. RUDE, HUMILIATING and ARROGANT. I talked to others, and I'm pretty sure this is what we felt in this place. Trust me, this is a place that will let you hate Japan. And to some employees there: Yes, we know you are tired, but it doesn't mean that you can be rude. You are paid to work, and your salary is from the tax. And these days we foreigners pay a lot of tax!

It looks like fish can inside. Especially I can smell cigarette from outside. In covid 19 pandemic no space 2 meters! Too crowd! Some staff is very nice but old staff is too rude. You should pick up someone who can speak Japanese very well. They must not try to speak english with you. Hopefully in the future they will find someone who can communicate in English!

Been there for exchanging my license to a Japanese one. The place was crowded and at the entrance I've been told to go to the booth 14. I went there and the guy was maybe the rudest person I've ever met. My Japanese is not great but can manage to get myself understood usually. He kept yelling "nani? nani?" at me and saying that if I could not speak Japanese I had to come with someone who does. All this with plain Japanese. I eventually managed to get the forms and fill them in, went back and handed my documents. At this point he saw that my passport is from EU, and suddenly changed attitude completely. He became polite and started using keigo. That was the most amazing live face transformation I've ever seen. My supposition is that he was extremely rude at first because he thought I'm Chinese, because I saw how his colleague (who was ok polite with me), treated a Chinese guy just after me. I'm seriously puzzled by their unacceptable behavior. How can someone discriminate this much according to nationality. Someone with these kind of mentality should be banished from how work place, or at least put in charge of a different position.

Gaimen-kirikae (exchange of your drive license to the Japanese one) is available Only from Monday to Friday. Be careful fulfilling the application form.

They don't even try to understand that if they give a person only 4-5 chances in the whole year then how many years they want to take to give mere a driving license to someone. They must make pressure their brains to understand situations are changed due to crona and post crona period and they are still following year 2000.
