It is a Manga Shrine in Ishinomaki City, Miyagi Prefecture. I don't think you can get the red stamp.

★ ★ ★ ★ ★ ビル(マンション？)の一角にある､鳥居も何にも無い小さな祠(ほこら)ですが､今や神様となられた石ノ森章太郎先生の石像が祀られています。道路に面しているので簡単に見つかります。いや､見過ごしてしまわなければ､ですが。
賽銭箱も無いので柏手を打って「石ノ森萬画館､楽しかったです」と報告だけしました。
誰が管理してるのかは判りませんが､出来ればもっと良い場所に遷し､鳥居や狛犬なども建て､その際には僅かながらでも奉納させて頂きたいものだなぁ.....なんて､脇のベンチに座り勝手に夢想して帰りました。
It is a small shrine in the corner of a building (a mansion?) with no torii, but the statue of Shotaro Ishinomori, who has become a god now, is enshrined. It faces the road so you can easily find it. No, unless you overlook it.
I don't have a donation box, so I slammed it and reported, "Ishinomori Mangakan, it was fun."
I don't know who manages it, but if possible, I'd like to move to a better place and build a torii gate, a guard dog, etc. I sat on the bench and dreamed about it and went home.

石ノ森先生の萬画宣言の看板があります。
