★ ★ ★ ★ ★ Come to the 24th floor of Building 1 for a view of the city. The rest of city hall, at least the portions you walk through to get to the view, are pretty old and ordinary.
But this is a good stop if you're looking for a view, some light info, or a free map from the desk on the 24th floor.

★ ★ ★ ★ ★ The observation deck on the 24th floor (free entrance) is best visited as the sun is setting (check which days/times they are open, according to Google it should be until 10pm) for some beautiful views of the harbour & Osaka Bay to the south, the mountain range to the north and all round views of the city itself. Was also very quiet at this time (on a Thursday in November) so had uninterrupted views on all sides
