三界とは仏教で、欲界、色界、無色界の三つの世界を指し、万霊とはありとあらゆる精霊のことですので、この塔は、この世の生きとし生けるものすべての霊をこの塔に宿らせて祀りするために建てられるそうです。梵字はアーンクですね。
また別の面には四國霊場供養塔と書かれており、四国八十八ヶ所霊場を回った記念のようなものと思われます。梵字はユでしょう。
