松川と姫川との合流部手前の辺りでは、幕藩体制になってからもしばらく街道沿いの主要な集落は、ここから１キロメートルほど南東の塩島集落となっていました。が、「徳川の平和」のもとで経済や物流・商業が活発になるとともに―― 1650年以降、ことに18世紀から ――、松本藩主導で千国街道の宿駅の整備が企てられ、塩島集落が母村となって開拓が始まった新田（塩島新田）に街道の中継拠点の役割――宿または間の宿――が振り分けられることになりました。塩島新田は地元では「新田」と呼ばれています。戦国時代頃から、塩島の北側の松川の河岸段丘の原野を開拓して水田地帯をつくり出した「新開地」なのです。その集落が、千国街道の開削にあたって、宿駅として整備されることになりました。こうして塩島新田村は街道の宿場となったのですが、中山道と異なり、この集落は物流・商業の拠点となったものの、都市的な集落とはならず、より農村的な性格を強く保有するものとなったようです。この塩島新田集落は、1960年代末、古い街道の面影をまだ残した段階で、豊かな観光収入に恵まれたため、ある程度は古民家や旧街道の痕跡を文化財として保存ないし復元できたのかもしれません。
