松本市の市街地には、松本市特別史跡に指定されている源智の井戸や槻井泉神社の湧泉など、湧き水が豊富にあり、昔から住民ののどを潤してきました。しかし、明治時代以降、市街地の人口増加や度重なる大火などにより、近代的な水道を敷設する必要性が高まり、大正時代の中頃から、水道水とするのに適した水源地の調査が始まりました。その結果、隣村の島内村（現在の松本市島内地区）の奈良井川沿いに水源地（後の松本市第一水源地）を設け、600mほど東の城山に設置した配水地に水を一旦汲み上げた後に市街地へ流下させる方式が採用されました。敷設工事は大正13年（1924）に竣工し、松本市の近代水道普及の始まりとなりました。
