「平民宰相」として第19代内閣総理大臣に就いた原敬。
その遺徳を顕彰し、後世に伝えるべく建立された。
昭和45年11月、盛岡城跡公園（旧・岩手公園）内のもりおか歴史文化館前（旧・岩手県立図書館前）に、原敬遺徳顕彰会が原敬五十回忌を記念し、約七百万円をかけて建立。
船越保武・鈴木貫爾が制作。
今の時代こそ、原敬宰相をしっかりと見つめ直しても良いのではないでしょうか。

In November 1970, in front of the Morioka History and Culture Museum (formerly in front of the Iwate Prefectural Library) in Morioka Castle Ruins Park (formerly Iwate Park), the Hara Keisei Honoring Party commemorated the 50th anniversary of Hara Kei, about 700 It was built at a cost of 10,000 yen.
