★ ★ ★ ★ ★ The bar and lounge for the Conrad Hotel. While having incredible views, thier cocktails tasted meager and well overpriced as well much of food. The Conrad itself is a business/luxury hotel so its not a surprise. The 28 offers live music every night, but not always the best. The only charm is the fireplace and the view, which is worth the vist and sitting if you are at the conrad. Once. Otherwise tokyo offers much better bars.

★ ★ ★ ★ ★ Excellent service as you'd expect from a top hotel bar. Got a table with an amazing view over the city. The drinks were great but it is expensive as you'd expect. They refilled our bar tapas without request or chargr which was nice. Think there's a cover charge if you're there after 8pm which we were told about when we got there at 7pm

★ ★ ★ ★ ★ Caveat - I stopped in for a cocktail solo just prior to departing Tokyo. Found my ginger-based drink decent but not exceptional. View was great but overall atmosphere felt a bit cold. I will say that it would have been much more fun with my wife; the little bites and abundance of champagne options were very romantic and couples seemed to be having a much more intimate experience.

★ ★ ★ ★ ★ High tea is good for 2 hours but the service was so slow that the first order was only taken half an hour later so you get pretty much 1.5 hours. In a rush to clear the table, they took away my sparkling which I have yet to finish. It has a great view but you share a table with other guests seated in a group date setting. Caught me by surprise with that. Probably a little impersonal for the couple next to us who were celebrating their anniversary, and yes the staff definitely knew about it.
The selection comprised of more sweets than savory so be prepared for a good sugar rush. Scones and tea were wonderful, but watch out for your drinks or they might creep away in theme with Halloween :)

I went there to try their afternoon tea set, a collaboration between Conrad Tokyo and Jimmy Choo, so it was themed after the latter, with food emulating Jimmy Choo accessories. It costed ¥6,000 per person and it included 10 pieces per person, both sweet and savory, and unlimited drinks (including different kinds of tea, juices and mocktails -I especially recommend the latter, they’re delicious-). The place has amazing views of Odaiba Bay, a nice atmosphere, live music and friendly and helpful staff. It’s pricey, so it might not be an everyday option, but it’s definitely worth it for a special occasion.
