★ ★ ★ ★ ★ 震災の記憶を風化させないミュージアムや震災遺構などは各地にあるが、こちらの施設は、いわゆる被災した状況を伝えることに特化した暗い空気感でなく、常に訪れる人と運営者が明るく交流し、震災を思い起こし、対策など新たに創造できるような参加型の空間づくりが魅力的。東日本大震災を糧に、これからの日本人がどのように考え、具体的にどう行動していくのかを分かりやすく、かつ親しみやすい表現を組みあわせている。これからも成長していく伝承館だと感じられ、ぜひ足を運んでほしい。

★ ★ ★ ★ ★ 震災関連施設を訪れるのは、気仙沼の東日本大震災遺構•伝承館、陸前高田の東日本大震災津波伝承館に次いで3カ所目です。前の二つの施設と比べると規模は小さいですが、おもむきの違う施設だと思いました。前者は震災の遺構や映像を軸にした施設なのに対し、ここはいわゆる“釜石の奇跡“と呼ばれた、その答えがこの「いのちをつなぐ未来館」にしっかりと詰まっていると思います。この鵜住居地区では震災前から防災教育に取り組んでいたそうで、それをしっかりと積み重ね、そして実践した(出来た)ということが本当に凄いことだと思うし、結果たくさんの人の命を救ったということはまぎれもない事実です。それは、津波からいのちを守るため ①想定にとらわれない ②その状況下において最善をつくす ③率先避難者たれ という「避難三原則」を掲げ、命の教育に取り組んできた、まさに成果だと思いました。最近の日本は大雨や台風によって甚大な災害が各地で起きています。この避難三原則は津波だけではなくそのほかの災害時にも応用できるものだと思います。今は新型コロナウィルスのため訪れる人も少ないようですが、ぜひ訪れてほしい施設だと思います。
This is the third visit to the facilities related to the earthquake, following the Great East Japan Earthquake Relics Museum in Kesennuma, and the Great East Japan Earthquake Tsunami Museum in Rikuzentakata. It's smaller than the previous two facilities, but I thought it was a different facility. The former is a facility centered on the remains and images of the earthquake, but the answer, called the so-called “Kamaishi miracle”, is firmly contained in this “Miraikan that connects life”. It seems that people in this Uzumi area have been working on disaster prevention education even before the earthquake, and I think it's really amazing to have accumulated and practiced (made) it, and as a result, many lives have been saved. That is an unmistakable fact. In order to protect our lives from the tsunami, 1) we are not bound by our assumptions, 2) we do our best in that situation, 3) we have set up the “Three Principles of Evacuation” that are evacuees to take the initiative, and I think that this is exactly the result of our education on life. .. In recent years, Japan has suffered huge disasters due to heavy rain and typhoons. I think that these three principles of evacuation can be applied not only during tsunamis but also during other disasters. It seems that there are few people now because of the new coronavirus, but I think it is a facility that I would definitely like to visit.

駅周辺は復興されていますが、釜石から去ってしまった方も多くいるのでしょう。
あまりアクセスは良いとは言えませんが、日本人なら311を心に刻むためにも訪問することをおすすめします。

津波に呑まれた防災センター跡地に建つ伝承施設です。この建物は2階の天井間際まで浸水し、多くの人々が命を落としました。
その経緯と釜石の被災状況を知る事が出来ます。
津波危険地域にあった、あくまで一時避難所に過ぎななかった施設。にも関わらず「防災センター」という名前から安心して避難した人々。
錯覚と思い込みを責める事は出来ないでしょう。
施設は住民の要望で取り壊され、祈りのパークとなり、隣接地に未来館が建てられました。隣には、商業施設の、うのすまいトモスも出来ました。
どうすれば被害を減らせるか。検討すべき1つの事例です。

A facility in a tsunami-risk area that was just a temporary shelter. Despite this, people who evacuated with peace of mind from the name "Disaster Prevention Center".

The facility was demolished at the request of the residents, became a prayer park, and the Miraikan was built in the adjacent land. Next to it, there was a commercial facility, Usumai Tomos.

★ ★ ★ ★ ★ Reading other people's reviews and doing the "Tsunami memorials" pathway, we decided to stop by in this so called modest one.
Sadly all the exposition is only in Japanese and could find only 2 pamphlet/guides in English, but none of these related to the Memorial Hall.
There are more things that only the one related to the disaster, such us souvenirs from the former Rugby World Cup that also got this city's stadium on its schedule.
I'm pretty sad that my Japanese isn't enough and I think you have to consider passing by if you're one of mine.
