 Occasionally, I run on a track on the grounds here and play with my kids on the grass inside the track. This is one of the places for local people to relax.

★ ★ ★ ★ ★ 日曜の朝に、リハビリがてら、福祉プラザに行きました。
(屋外のみの使用です。) 駐車場は100台以上は駐車可能で、屋根付き自転車置き場があります。400mトラックのグラウンドがあり、近所の方たちや陸上愛好会らしきのグループさん達が利用してました。遊技は一切ありませんが、広々とした場所があるだけでも、ありがたかったです。
On Sunday morning, I went to the welfare plaza for rehabilitation.
(Use only outdoors.) The parking lot can park more than 100 cars, and there is a covered bicycle storage area. There is a 400m track ground, which was used by neighbors and groups who seemed to be track and field enthusiasts. There is no game at all, but I was grateful for the spacious space.

中には障害のある方が作った品物が置いてあり、喫茶店にもパン等が売られています。

広い芝生の広場があり、近所の人たちの散歩などにも使われていますが、全体的には稼働率は低くてもったいない感があります。
This facility is occupied by welfare-related organizations.
There is a large lawn plaza, which is also used for walks by neighbors, but overall the occupancy rate is low and it feels like a waste.

★ ★ ★ ★ ★ 駐車場が広く勉強会や講習会等に行っても駐車場に困る事はないので有難いです。早めに現地に着いた時など400㍍トラックある広場でゆっくり出来ます。
Even if the parking lot is wide and I go to study sessions and seminars, I am grateful that there is no problem with the parking lot. When you arrive at the site early, you can relax in the open space with a 400 ㍍ truck.

★ ★ ★ ★ ★ 社内会議で利用させていただきました。距離をとって10名位入れる円卓の会議室を探していた所、とちぎ福祉プラザさんがピッタリでした。予約がなければ21時頃まで下見が可能なようなので、忙しい方は便利だと思います。お部屋はとても良かったですが、マイナス点としてHDMIケーブルが少し短いので、プロジェクターと接続してパソコンを手元に置きたい場合は長めのケーブルの持参をオススメします。また、会議場の足元には電源が無いので部屋の端から延長コードを利用する必要があるので、事前に延長コードが何本借りられるか確認する事をオススメします。そして最後に大きなマイナス点として今時の会議場にWi-Fiがないということにビックリしました。幸いな事にテザリングで十分な内容だったので良かったですが、利用される方は事前にチェックされた方がいいと思います。
受付の方の対応やお部屋自体はとても良かったので星3つです。
I used it at an in-house meeting. Tochigi Welfare Plaza was perfect when I was looking for a round table meeting room that could accommodate about 10 people at a distance. If you don't make a reservation, you can preview until around 21:00, so I think it's convenient for busy people. The room was very nice, but the downside is that the HDMI cable is a bit short, so if you want to connect to a projector and keep your computer handy, we recommend bringing a longer cable. Also, since there is no power supply at the foot of the conference hall, it is necessary to use an extension cord from the edge of the room, so it is recommended to check in advance how many extension cords you can borrow. And finally, as a big negative point, I was surprised that there is no Wi-Fi in the conference hall at this time. Fortunately, it was good that the tethering was enough, but I think that those who use it should check in advance.
The receptionist's response and the room itself were very good, so it is 3 stars.
