そんななか、県庁だけは東京都心並みにご立派！恥を知りなさい。
When I walk around the building, I feel lonely and people's lifestyles don't seem to be good at all. Even the land that should have been a tourist destination does not seem to be properly maintained, and it is doubtful that the local administration is functioning sufficiently.
Under such circumstances, only the prefectural office is as good as the center of Tokyo! Know the shame.

★ ★ ★ ★ ★ Utsunomiya Prefectural Offices, a cool building with great view from the 15th floor. It's free, just take the elevator and enjoy Utsunomiya from above in all directions.
Also there's a pretty nice restaurant/cafe on the 15th floor where you can enjoy the view during lunch or coffee break.
