「柳の家井月」「北越漁人」などとも号した「井上井月」は、1822（文政5）年に越後長岡藩で生まれ、1858（安政5）年忽然と伊那谷に姿を現し、以来当地での放浪生活を続けて、酒を好み漂泊を主題に俳句を詠んだ俳人だ。女や子どもたちは「乞食井月」と忌み嫌ったが、趣味人の男たちの中には師事する者もいたという。近世の俳諧沈滞期「月並俳句の時代」にあって芭蕉の再評価を目指した井月だが、影響を受けた後の文人に、「芥川龍之介」「種田山頭火」などの名前があがる。また、書も堪能で、富県村（現在の伊那市）「日枝神社」など寺社の奉納額を揮毫しているという。ここ伊那市手良沢岡の県道207号線沿い「下手良公民館」隣接の「鉄人公園」に句碑「鬼灯を上手に鳴らす靨かな　井月」（ほおずきをじょうずにならすえくぼかな）が、井月没後120年を記念して、2007（平成19）年11月に建立された。

"Inoue Itsuki", also known as "Yanagiya Itsuki" and "Hokuetsu Fisherman", was born in the Echigo Nagaoka domain in 1822 (Bunsei 5), and appeared in Inatani in 1858 (Ansei 5). Since then, he has continued his wandering life here, and he is a haiku poet who loves sake and writes haiku on the subject of drifting. Women and children hated "Beggar Itsuki", but some of the hobbyist men learned to study. Itsuki was aiming to re-evaluate Basho in the haiku stagnation period of the modern era, "the age of Tsukinami haiku," but the literary people who were affected were given names such as "Ryunosuke Akutagawa" and "Taneda Santoka." He is also proficient in writing, and is said to be practicing the dedication of temples and shrines such as "Hie Shrine" in Tomiken Village (now Ina City). Here, along with the prefectural road 207 in Terazawaoka, Ina City, the slogan "Itsuki, a lunar that makes good use of a lantern," is located in the "Tetsujin Park" adjacent to the "Shimotera Public Hall". It was erected in November 2007 to commemorate the year.
