★ ★ ★ ★ ★ 立川最後の無料駐輪場ですが、この一等地を遊ばせておくはずは無いので、そう長くは続かないでしょう（臨時駐輪場ですし）。
以前は北口に用があっても、ここに置いたことがありますが、今は有料駐輪場でも最初の3時間ゼロ円とかで、ここに置くメリットはありません。
This is the last free bicycle parking lot in Tachikawa, but it won't last that long because you can't let this prime location play (it's a temporary bicycle parking lot).
I used to put it here even if I had something to do at the north exit, but now there is no merit to put it here because it costs zero yen for the first 3 hours even at a toll bicycle parking lot.

★ ★ ★ ★ ★ 朝１０時～空いています。空いている所に停められます。他の自転車置き場のような２時間もしくは３時間まで無料ではなく、夜12時頃まで無料で停められます。屋根はないので雨の日はずぶ濡れ。鍵は忘れずに。夜12時頃に出入り口にロープが張られ出入りできない。
It is vacant from 10 am. You can park in a vacant place. It is not free for 2 or 3 hours like other bicycle storage, but it can be parked for free until around 12:00 pm. There is no roof so it gets soaked on rainy days. Don't forget the key. A rope is stretched around the doorway around 12:00 pm and you cannot go in or out.

★ ★ ★ ★ ★ 無料で利用出来るのと引き換えに、利用時間は10:00〜24:00とされています。その時間を超えると係によって出入口がバリケードされてしまいます。
利用時間外で残った自転車は警告の紙が貼っつけられます。
1週間も経てば放置自転車として取り扱われてトラックで遠い所へ持ってかれちゃいます。
その際引き取り料2000円かかります。注意しましょう笑
密集した形で駐輪させるため、出す時は一苦労します。自分の自転車を出す時に、隣の自転車をドミノ倒ししないように気をつけましょう笑笑

無料だけど、他の口コミにもあるように係の態度が悪い。
談笑してたりするから停める際に邪魔。
また、鍵の不調でチェーン鍵にした所「チェーンは切除します」のような張り紙が。
駐輪場に貼ってある注意書きの紙には「施設物にチェーンは禁止」としか書いておらず、駐輪場の真ん中に停めたのにその張り紙がされていたのはよく分からない。
他にもチェーン鍵を使っている自転車は多数あったが、
係がいる時間帯(午前～お昼過ぎ)にチェーン鍵を使用する人は勝手にチェーン切られるかもしれないので注意した方が良いかもしれません。
ルールをよく知らない係がいるのかも。

The cautionary note on the bicycle parking lot only says "Chains are not allowed on the facilities", and it is not clear that the paper was stuck even though it was parked in the middle of the bicycle parking lot.

Those who use the chain key during the time when the person in charge is in charge (am to noon) may be able to break the chain without permission, so it may be better to be careful.
Maybe there is a person who doesn't know the rules well.
