★ ★ ★ ★ ★ Their udon noodles were one of the best I've had in Kyoto. And their tempura (esp. sea cucumber) was really good, too. The service can be a bit slow but very friendly. They have an English menu and just outside the restaurant is a souvenir shop selling local canned sardines (also found in the restaurant's menu) and other local food and souvenir products.

Suginoya's udon is famous in Japan, especially their black chikuwa tempura udon set. To give an example of how popular it is: I went for lunch on a Wednesday in mid-February during the "state of emergency." I arrived at 12:50 and snagged the very last order of black chikuwa. Even on a weekday in February Suginoya sold out of their signature dish by 1 p.m. And it was incredible. Everything is locally made. The chef trained in the udon mecca of Japan and came back to Amanohashidate to pair his udon skills with the local black chikuwa (the chikuwa/mochi and udon set is a big deal in Japan). The tempura was among the best I've had, and came with two long slices of black chikuwa, two pieces of mochi tempura, and one piece of chicken tempura. The volume of food was almost too much for me, and the price was an unbelievably cheap 900 yen, especially considering that this udon is praised by udon connoisseurs and chefs across the country. I am someone who usually prefers soba to udon, but this udon was flawless.
Suginoya is a must-go restaurant, and I didn't even mention the fact that it's location is impeccable, located on the far side of one of Japan's Three Scenic Views, Amanohashidate, as well as a short stroll from Moto Ise Kono Shrine and the Kasamatsu Park cable car (that will also take you to Nariaiji Temple).

Tempura was well prepare.
Kuromame tea is served for free and the local beer is very nice
Rice with burdock also was very tasty
Precie is regular and staff is nice, just in front the temple and the bus stop.

★ ★ ★ ★ ★ Definitely a must try in the area! There was a queue despite the bad weather conditions and it being a weekday but it was worth it! Very creative and interesting menu selection. The service was good and the owner was very friendly. Had the black chikuwa udon and the Indian udon and both were great! The compliment tea was great as well and is refillable! Also had the black sesame ice cream from the souvenir shop which was great! (Texture is slightly thicker)
