The location is difficult to understand because the surrounding area is under construction. It's a little unfriendly because the sign doesn't say that it shouldn't be near.

冬は施設の前にイルミネーションが施されて、オノナリエ(？)が楽しめます。
Ono City Community Center. It is a place where local people gather, from practicing music and drama to studying for tests.
In winter, the front of the facility is illuminated and you can enjoy the ononarier (?).
