I looked around the area, but the whole city is full of bicycle parking prohibition signs, but there are no bicycle parking lots other than the area, including the redeveloped building. Although it was small, there was a private bicycle parking lot). Let's finish the errands in this area quickly and spend some time shopping and eating around Akihabara Station, which has plenty of bicycle parking lots.

And having thought I had finally found one, I was very disappointed when I noticed it needed a yearly registration, the place is a complete mess. Just bikes laid all over the place, with a white line on the ground showing the parking space. You probably would get your bike removed if you left it for too long on a weekday. But on the weekends I think nobody is checking, so many people park seem to be parking their bikes there without registering. I guess that's better than just parking them on the street though. Chiyoda city should really make more parking lots, especially around shrines and tourist areas... the place seems kind of safe, as it's just in the street, and lots of people walk around there. But there are no security cameras, so if your bike gets stolen there it's gone for sure.
