★ ★ ★ ★ ★ It’s good town hall for Nakahara district. The staffs are kind and easy to find where to go for your paper work. Firstly guest relations staffs let you know where to go. But looks no good English. So watch out the signs. In April it is very busy for new coming people so it’s better to come early morning . Need to time to complete your procedures maybe more than 1 hr. Maybe it’s complicated for foreign people to complete. But be patient and good luck!

★ ★ ★ ★ ★ Staff is polite but simple procedures take an inexcusable amount of time. While Japan is 15 years behind the world in terms of digitizing public services, having to go to 3 different counters to get a stamp certificate is just wrong. The abundance of warnings, signs and poles of every color is overwhelming and the city should do something to properly color-code and design signage.
