★ ★ ★ ★ ★ 一般利用者の件ですが、わたしが経験した限り、主に、高校生が受験勉強とテスト前の勉強の為に使っているからではないでしょうか？
特に高校生（私服・制服）が、お菓子を持ち寄って、スマホをいじったり、大声で雑談しているのを見受けました。25歳以上の方は、真面目に勉強されてますよ！！
Regarding general users, as far as I have experienced, I think that it is mainly because high school students use it for studying for the examination and studying before the test.
In particular, I saw high school students (private clothes / uniforms) bring sweets, messing around with their smartphones, and chatting loudly. Those over 25 are studying hard! !

一般の人のマナーが悪過ぎ、図書館とは思えないうるささ、飲食は禁止だが飲食している音がいつもきこえるし、咳こむ音やビニール袋の音、私語は普通に行われている。
勉強するには絶対向きません。
やめた方がいいです。
一般のかたの入館をやめてもらうように今手続きを行っています。(学生)
