こんなことで業務が成り立っている意味がわからない。

提携駐車場がありますが、30分で660円料金がかかります。
9:00〜15:00であれば、30分の無料券が貰えます。
私は新しく、口座を開設に行きました。34分かかりました。
4分超過で660円支払わなければなりませんでした。
ATM利用なら、30分以内で用事が済むので660円でも分かります。
しかし、口座開設は時間がかかりますし、他の方の待ち時間もあるので、60分位は料金を免除しても良いのではないでしょうか?
帰りがけ、駐車場を利用していることを伝えたら、「何分位使っているか?」と聞かれたので「30分位」と答えたから30分のサービス券だったのでしょうか。
銀行員の方、受付の方の対応は親切で良かったのですが、帰りの駐車料金で一気に嫌な気持ちになりました。
