It feels much smaller on the inside with the way the atrium is designed, but it holds quite a lot, including the ward library. The main lobby is also a great place to learn about the city, such as trash sorting, local aquatic life and various services. When open, the staff are patient and willing to use simple Japanese and gestures to help you where you need to go. There is also a section that displays what services there are for foreign residents.
