夜間、歩行者や自転車を早期発見させるなら、脇見、スマホ、スピードの出し過ぎを無くす事の方が大切ですよ。
現実に、ハイビーム使ったって、スマホやっていたら意味無いですよね。
街中走行でのハイビームは必要ありませんよ！
山道等でカーブの多い所では、必要だと思いますが、ハイビームの使いどころを教える方が必要でしょう。
『街中ではハイビームを使わないようにして、スピードの出し過ぎ、脇見、スマホは止めましょう！』の方が正しいと思いませんか？
交通安全協会さんも“万策尽きた！”って事でしょうか？
