市に陳情したところ1週間程度で対応して頂けた。

市役所にも県にも環境省にも通報しましたが一向に改善されません。職員用の喫煙所を市民の迷惑とならない場所に設置願います。
As usual, the bank behind the city hall is a smoking area.
I notified the city hall, the prefecture, and the Ministry of the Environment, but there is no improvement. Please set up a smoking area for staff in a place that does not bother the citizens.
