強盗団の正体は、「自由党」（日本最初の政党）内部の急進派で、反乱計画の軍資金調達のために高利貸しへの強盗を繰り返していた。
自由民権運動における「激化事件」のひとつ。
憲法制定と普通選挙を目指して結成された自由党だったが、地方では不平士族や博徒が入党し、統制が取れない急進派が生まれていた。
また当時、インフレ脱却のために明治政府が行った急激なデフレ政策で農産物価格が暴落。土地を売る農民が相次いでいた。
困窮した農民まで急進派に合流し、各地で激化事件を起こしていた。
平田橋事件の2ヶ月後、自由党は自主解党。自由民権運動は後退を余儀なくされる。
