No matter how handicapped a person is, I think they know the minimum etiquette, so I would like people to refrain from it in public places. There are some people who talk to the driver, and I can't do anything about it. The people around me are really drawing it. I think there is a way for the facility (or Kyoto city) to give out a dedicated bus, but is it tough? (I've seen a vehicle owned by the facility running) According to my acquaintance, I heard that there used to be some people with disabilities who had a bad attitude and it was worse.
