年度末のわりに書類のひとが１人だけなので広島は車の所持台数少ないのか？愛知なら名古屋ナンバーだけで番号変更(新規含む)で4人、抹消等で３人だがなあ(笑)

封印代30円で、済みました。
I attached it with a minus screwdriver to remove the seal, for the purpose of replacing the number frame.

★ ★ ★ ★ ★ 黒ナンバー取得する場合、中国運輸局広島運輸支局2F (決して上八丁掘の中国運輸局ではない)に必要書類を持ち先に寄る。
その後隣りの軽自動車検査協会の⑳番の総合案内に行く。黄色ナンバーも持って行くとスムーズに進む。→㉕番窓口に進む→㉖-2→㉗へ。車両番号標代金を支払い黒ナンバーをもらう。
氏名や住所が同じであれば印鑑証明など要らない。
To obtain a black number, bring the necessary documents to the 2nd floor of the Hiroshima Transport Bureau of the Chugoku Transport Bureau (not the Chugoku Transport Bureau of Kamihatchobori).
After that, go to the general information of No. ⑳ of the Light Motor Vehicle Inspection Organization next door. If you bring the yellow number, it will go smoothly. → Go to the ㉕ number window → ㉖-2 → ㉗. Pay the vehicle number plate price and get a black number.
If your name and address are the same, you don't need a seal certificate.

全国10箇所近く行っているが一番親切だった。

2018/12から車検証受け取りの時にサインが必要になりました。
施設の裏手に検査屋さんがあるのでお昼ご飯持ってきてない人はそこで。一応軽食の自販機もあります。
It looks like a new facility and is spacious and beautiful.
Signing is required when receiving a car verification from 2018/12.
There is an inspection shop behind the facility so those who have not brought lunch there. There are also vending machines for snacks.
